Roma and Travellers Division and Security Academy of Albania exchange practices on police education addressing racially motivated crimes against Roma and Travellers

On 4 November 2026, the Council of Europe Roma and Travellers Division, in cooperation with the Country Cooperation Unit and the Security Academy of Albania, organised an online webinar on the use of educational resources and training tools addressing racially motivated crimes against Roma and Travellers.

The webinar provided a forum for exchanging experiences on teaching and training related to racially motivated crimes against Roma and Travellers, while also exploring the role of higher education institutions in preparing future law-enforcement professionals to identify and respond effectively to such offences.

Participants were introduced to a series of educational resources developed by the Council of Europe for police academies and training institutions, including the Tools on Addressing Racially Motivated Crimes against Roma and Travellers, the Toolkit for Police Officers: Council of Europe Standards on Racially Motivated Crimes and Non-Discrimination, and the Manual for Police Education on Equality and Non-Discrimination. Discussions focused on their practical application in teaching, curriculum development and professional training.

Participants exchanged views with the authors of the educational resources on their potential use in teaching, research and professional training, as well as on current challenges in police education related to equality, diversity and human rights.

The event also underlined the continuing efforts of the Security Academy of Albania to promote human rights, equality and non-discrimination in police education, an approach acknowledged by the European Commission against Racism and Intolerance (ECRI) in its most recent report on Albania.
