Zurück Ukraine: Three municipalities join the Open Government Partnership

On 20 October, the Open Government Partnership (OGP) welcomed the municipalities of Khmelnytskiy, Ternopil and Vinnytsya among the 56 new members of OGP Local, a global partnership of local governments and civil society organisations joining efforts to ensure that citizens are engaged at all levels of decision-making, and that the interests of all groups of the community are duly observed and addressed.

The three Ukrainian municipalities were selected out of more than 110 joint applications of local governments and civic organisations worldwide, including 12 Ukrainian candidates, expressing their commitment to develop accountable and transparent open government, digital governance and inclusive policies.

The inclusion of Ukrainian municipalities to the OGP Local Programme is the result of the continued support provided by the Congress, in co-operation with the Association of Ukrainian Cities, to Ukrainian local authorities in developing open government and e-governance. The engagement of Ukrainian municipalities in the OGP Local Programme will positively contribute to the transformation of local governments, ensuring they are more responsive to citizens, improving their efficiency and effectiveness, fostering transparency and open data, increasing accountability and building trust.

The support to Ukrainian municipalities and the Association of Ukrainian Cities on open government is organised as part of the project "Strengthening democracy and building trust at local level in Ukraine” implemented by the Congress of Local and Regional Authorities within the Council of Europe Action Plan for Ukraine 2018‑2021. The project aims to improve the quality of local democracy in Ukraine by strengthening institutional frameworks and by supporting local authorities and their national associations in their efforts to promote ethical decision-making and more citizen-oriented, inclusive and transparent local governance.
