Rinaldo Locatelli, Head of the Secretariat of the Congress of local and regional authorities of the Council of Europe from 1995 to 2001, has passed away this Wednesday 8 July 2015. « He was a great servant of the Council of Europe and of the European idea as well as a tutelary figure for the whole Congress' stated the President of the Congress, Jean-Claude Frécon, in a message of condolence to his wife, on 10 July. “ The Congress and all the responsible members of the institution owe him very much”, he added.
