In the framework of its intergovernmental programme of activities for 2003, the Council of Europe is carrying out an activity on "Special Investigation Techniques in relation to Acts of Terrorism".

This activity is carried out by the Committee of experts on Special Investigation Techniques in relation to Acts of Terrorism (PC-TI) under the authority of the European Committee on Crime Problems (CDPC), following the specific terms of reference that the PC-TI received from the Committee of Ministers at the 828th meeting of the Deputies, namely: "[To] Study the use of special investigation techniques respective of European criminal justice and human rights standards, with a view to facilitating the prosecution of terrorist offences and increasing the effectiveness of law enforcement, and to make proposals as to the feasibility of preparing an appropriate instrument in this field."

In order to fulfil these terms of reference, at its 1st meeting in Strasbourg, 14-16 April 2003, the PC-TI adopted the questionnaire and decided to address it to all member States of the Council of Europe and observers in this committee.

The Secretariat should be informed if the reply, or any part thereof, should be restricted to the Committee. In the absence of an indication to the contrary, replies shall be considered public.

Replies to the questionnaire should be sent by 2 June 2003 and will then be used as working documents to prepare the 2nd meeting of the PC-TI, which will be held from 2 to 4 July 2003.
