Committee of Ministers adopts Recommendation on countering terrorism and violent extremism online and Guidelines to support victims of terrorism

On 8 April 2026, at the 1556th meeting of the Ministers’ Deputies, the Committee of Ministers adopted Recommendation CM/Rec(2026)6 on countering terrorism, violent extremism and the underlying radicalisation process on the internet. The Recommendation guides member States in identifying age-appropriate measures to prevent radicalisation to violence and recruitment, especially of young people, by terrorist and violent extremist groups and networks through the misuse of emerging technologies, including artificial intelligence (AI).

At the same meeting, the Committee of Ministers also adopted the Guidelines on support services and other measures for victims of terrorism.  These Guidelines are a practical tool to support national efforts to co-ordinate assistance to victims of terrorist attacks, particularly those with transnational dimensions, adopting a human rights-based and victim‑centred approach.
