Convention on the Prevention of
Terrorism picks up speed
Estonia (15 May 2009), Serbia (14 April 2009) and Spain (27 February
2009) are the latest states to ratify the Convention, bringing the
number of ratifications to 20; 43 of the Council of Europe's 47
member states have already signed the Convention. (more) |
During its 2927th
Justice and Home Affairs meeting (Brussels, 26 and 27 February
2009), the Council of the European Union adopted Conclusions on
supporting the CoE's legislative work in the area of criminal
justice. In this document the Council referred in particular to the
CoE Convention on the Prevention of Terrorism and called upon EU
member States to sign, ratify and implement the Conventions of the
CoE in the area of international co-operation in criminal matters

European Union amends its Framework Decision on
Combating Terrorism in line with CoE Convention on the Prevention of
Terrorism
The Council of the EU reached a common approach on the amendment of
the Framework Decision on combating terrorism proposed by the
Commission on 6 November 2007. The amendment up-dates the Framework
Decision making public provocation to commit a terrorist offence,
recruitment and training for terrorism punishable behaviour, also
when committed through the Internet.
The wording which is proposed is as close as possible to the
wording of the Council of Europe Convention on the Prevention of
terrorism adopted in 2005, especially its Articles 5 to 7. The
amendment is also balanced in terms of its effects on freedom of
speech and general respect for human rights. (more) |

Entry into force of
the Council of Europe Convention on the Prevention of Terrorism on 1
June 2007
“This new weapon provides a robust and effective response to the
threat of terrorism. It allows our governments to act early and
effectively to stop terrorists before they can carry out their

The Council of Europe Convention on the Prevention of Terrorism, “a
