
Having regard to Article 30 of the Council of Europe Convention on the Prevention of Terrorism [CETS No. 196] (hereinafter “the Convention”), the First Consultation of the Parties to the Council of Europe Convention on the Prevention of Terrorism [CETS No. 196] took place in Madrid on 12 May 2009.
Consequently, the Committee of Ministers decided on 1 July 2009 to instruct the Council of Europe Committee of Experts on Terrorism (CODEXTER) to “regularly monitor the effective use and implementation of the Convention on the Prevention of Terrorism (CETS No. 196) between Consultations of the Parties to the Council of Europe Convention on the Prevention of Terrorism”.
On 7 July 2010 the Committee of Ministers took note that the framework for a monitoring mechanism for the Convention was adopted by the CODEXTER at its 18th meeting (7-8 April 2010).
According to the monitoring mechanism, the Group of Parties – as the first stage of the follow-up mechanism – will carry out a follow-up to the Convention on the basis of contributions (“self-assessment”) to be presented by the States Parties according to the established procedure.
During its 1st and 2nd meetings, which took place respectively in San Sebastian (Spain) on 13 June 2011 and in Strasbourg (France) on 23 November 2011, the Group of the Parties discussed and prepared the draft of the Rules of Procedure of the Group of the Parties to the Council of Europe Convention on the Prevention of Terrorism. These draft Rules were sent to the Parties for adoption by silent procedure and as no objections were received, they entered into force on 2nd January 2012.
