Cyberterrorism and the use of the Internet for terrorist purposes represent a serious threat, since many essential aspects of modern society are completely dependent upon the functioning of computer systems and the Internet.

Further to the adoption by the Council of Europe of the Cybercrime Convention (2001) and the Convention on the Prevention of Terrorism (2005), the Committee of Experts on Terrorism (CODEXTER) has been surveying the situation in member states to evaluate whether existing international instruments are sufficient to respond to this emerging threat.

Le cyberterrorisme et l’utilisation de l’Internet à des fins terroristes constituent une menace sérieuse, beaucoup d’aspects de la société moderne dépendant entièrement du fonctionnement des systèmes informatiques et de l’Internet.

Suite à l’adoption par le Conseil de l’Europe de la Convention sur la Cybercriminalité (2001) et de la Convention pour la Prévention du Terrorisme (2005), le Comité d’Experts sur le Terrorisme (CODEXTER) a étudié la situation dans les états membres afin d’évaluer si les instruments internationaux existants suffisent pour répondre à cette menace émergente.
