Council of Europe’s Group of States Against Corruption (GRECO) publishes report on Bulgaria
The Council of Europe’s anti-corruption monitoring mechanism, the Group of States against Corruption (GRECO) has published today its Second Round Evaluation Report on Bulgaria. The report has been made public with the agreement of the Bulgarian authorities.
GRECO addresses a series of recommendations to Bulgaria tailored to improve its capacity to combat corruption. GRECO recommends, inter alia, to develop anti-corruption programmes for public administration at local and regional levels, to introduce clear rules preventing situations of conflicting interest when public officials move to the private sector, to establish an adequate protection system for public officials who report suspicions of corruption in good faith, and to ensure that the liability regime for legal persons, e.g., commercial companies, complies with the Criminal Law Convention on Corruption.
Measures taken by Bulgaria to implement the recommendations will be assessed by GRECO in the context of a specific compliance procedure, towards the beginning of 2007.
