Last meeting of the
Executive Council
On 28 March 2011, the Executive Council held its 45th (and in principle
last) meeting, in Lisbon. The Chair, Deborah Bergamini, praised the work
made by the council since its first meeting, 21 years ago (on 23-24
April 1990 in Lisbon). In this context she paid tribute to her
predecessors : Claude Frey (Switzerland), Miguel Angel Martinez (Spain,
who was present at the meeting, as representative the European
Parliament), Vitor Crespo (Portugal) and Harry Aarts (Netherlands).
According to the proposed new statutory Resolution, the two present
statutory bodies of the North-South Centre (i.e. the Executive Council
and the Committee of Member States) will be merged into a new "Executive
Committee" which will be the unique decision making body of the Centre.
It is foreseen that this new body will hold its constitutive meeting in
June in Strasbourg.

AT
THE CROSSROAD...
In 2010, the North-South Centre successfully celebrated its
20th anniversary. The permanent processes
implemented by the Centre during its history have been
strengthened and now constitute the backbone of its
programme of activities. The relationship with the EU is
stronger than ever and the Centre has developed privileged
co-operation links with the Alliance of Civilizations. All
this gives the North-South Centre solid assets to project
itself into the future in a radically changing international
environment.

Executive Council of the North-South Centre
The 44th meeting of Executive Council of the
North-South Centre took place on 3 November 2010,
in Lisbon.

The Executive Council adopts its
opinion on the proposition of a new Statutory Resolution for the NSC
At its meeting on 17 May, the Executive Council adopted a series of
important decisions including its opinion on Recommendation 1893
(2009).

PRESENTATION |
|
The Executive Council meets twice yearly (spring and
autumn) and has a total of 27 seats, composed of the following
members:
-
eight
representatives from the member States of the Partial Agreement,
designated by the Committee of Representatives of the member
States;
-
four
parliamentarians, two of whom are designated by the
Parliamentary Assembly of the Council of Europe, and two of whom
are designated by the European Parliament;
-
four
representatives of local and regional authorities, designated by
the Congress of Local and Regional Authorities of the Council of
Europe;
-
six civil
society representatives, two of whom are designated by the
Conference of INGOs of the Council of Europe;
-
a
representative from the European Commission;
-
three
representatives from the South, invited by the Secretary General
of the Council of Europe, on the advice of the Bureau of the
Executive Council;
-
a
representative of the Secretary General of the Council of
Europe.
Mrs Deborah
Bergamini (Italy) is the Chair of the Executive Council and Ambassador Eberhard Kölsch (Germany)
is the Vice-Chair.
