MISSCEO Correspondent Manual |
|
This manual has been developed in order to co-ordinate the contents of the
MISSCEO comparative tables. It is hoped that the national representatives
from the member and observer states of the Council of Europe can take this
book back to their home country and use it to train those who shall help them
compile the comparative tables.
The basic aim of this manual is to facilitate that comparison by ensuring
that the same type of information is provided for each section. It is very
important that the same type of information is placed in the same field of
the table. This is not just important for abstract comparability but also for
fair representation. If different types of information are placed under the
same field there is a danger that some states artificially appear better than
others, this might be the case where one state mentions something that
another state has taken for granted and thus not written down. This manual is
therefore very important in order to provide a fair representation of each
state’s social security legislation.
It is important to note that the manual will only specify the type of
information required, as it respects the individuality of each system. The
reflection of this individuality is crucial to the success of the tables,
otherwise they may not be used for comparison.
As well as enhancing comparability this manual also contains references
intended to improve the basic ‘understandability’ of the information provided.
The tables should be composed in such a way the scheme in question is
described briefly, clearly and above all accurately.
The manual deals with one comparative table at a time, briefly introducing
the scope of that table before describing the type of information required by
each field of that table.
