1210th meeting of the Ministers' Deputies (22 and 24 October 2014)
[24/10/2014] At their 1210th meeting, the Ministers' Deputies took several decisions concerning the situation in Ukraine. They remained deeply concerned by the continued violation of the ceasefire in Eastern Ukraine and the situation of all persons affected by the conflict.
They stressed that a sustainable political solution to the crisis needs to be based on the respect for Ukraines independence, sovereignty and territorial integrity and urged all sides concerned to fully respect and implement the provisions of the Protocol signed in Minsk on 5 September 2014, as well as the agreement reached by the Contact Group in Minsk on 19 September.
They condemned the deterioration of the human rights situation observed by the Commissioner for Human Rights of the Council of Europe during his visit to Crimea in September and took note with deep concern of various reports on serious human rights violations allegedly committed in the context of the violent conflict in Eastern Ukraine.
In addition, they reiterated their call for immediate, safe and unrestricted access to the crash site of the Malaysian Airlines aircraft downed on 17 July 2014 (more ...).

1209th meeting of the Ministers' Deputies (8 October 2014)
[09/10/2014] In view of the eighth European Day against the Death Penalty on 10 October 2014, the Ministers' Deputies reaffirmed, at their 1209th meeting, their unequivocal opposition to the death penalty in all places and in all circumstances and reiterated the objective to create a death penalty-free zone in Europe. They took several decisions in this respect concerning the ratification of Protocols 6 and 13 to the European Convention on Human Rights by those member States which had not yet done so, as well as regarding the death penalty in Belarus (more ...).
Summer of 2014 'a dark time' for Europe, says Committee of Ministers chair
[02/10/2014] "The summer of 2014 will go down as a particularly dark time for our continent," Azerbaijans Foreign Minister Elmar Mammadyarov told parliamentarians today, addressing the Assembly as the current chairperson of the Council of Europes executive body, the Committee of Ministers.
Reporting on the activities of Azerbaijans chairmanship, Mr Mammadyarov said the situation in Ukraine "remains at the heart of the current concerns of all Council of Europe bodies". (more ...)

Committee of Ministers welcomes cease-fire agreement and urges Russia to withdraw all its troops from Ukraine
[18/09/2014] The Council of Europes Ministers Deputies reviewed the situation in Ukraine at their meeting on 17 September, on the basis of the report presented by the Secretary General on his visits to Kyiv and Moscow on 2-4 September.
In their decision, the Ministers Deputies welcomed the Protocol signed in Minsk on 5 September 2014 and called on all parties to strictly respect and fully implement all twelve principles of the Protocol without delay.
In this context, they urged the Russian Federation to withdraw all its troops from Ukraine and to refrain from any further interference in this member country, stressing that the crisis can only be solved on the basis of the principles of the peaceful settlement of disputes.
The Ministers Deputies also encouraged the Secretary General to continue to assist the Ukrainian authorities in the conduct of the necessary internal reforms, in particular regarding the Constitution, the judiciary, decentralisation and the protection of persons belonging to national minorities (more...).

1206th meeting of the Ministers' Deputies
[10/09/2014] The Ministers' Deputies continued to discuss the situation in Ukraine at their 1206th meeting on 10 September.
Also at this meeting, they transmitted to the governments concerned the European Commission against Racism and Intolerance (ECRI) country reports on Bulgaria, Slovakia, Slovenia and Switzerland.
They took note of the sixth report of the Committee of Experts of the European Charter for Regional or Minority Languages in respect of Liechtenstein.
In the context of their supervision of execution of judgments of the European Court of Human Rights, the Deputies closed more than 25 cases with the adoption of final Resolutions.
