Launching Event of the Council of Europe Project “Support to the Judicial Reform in Georgia” and 1st Steering Committee meeting

On 20 July 2017 the Council of Europe Office in Georgia is launching the new project “Support to the Judicial Reform in Georgia”. The opening event will be welcomed and moderated by the Head of the Council of Europe Georgia office Cristian Urse. The meeting will be attended by Ms Eka Beselia, Chair of the Legal Affairs Committee of the Parliament of Georgia, Ms Nino Gvenetadze, Chairperson of the Supreme Court, Ms Thea Tsulukiani, Minister of Justice and other high level officials from partner organisations.    

The project follows the newly adopted Judicial Strategy and Action plan of Georgia. It is expected that as a result of the project activities Georgian citizens benefit from an independent, transparent and efficient functioning of the judiciary through more competent and impartial judicial system. To enhance accountability of the High Council of Justice and improve services for court users delivered by court administration as well as make procedures for judges’ appointment, promotion, transfer and disciplinary decisions more transparent and merit based are expected as outcomes of the project.

To achieve these goals different kind of activities are planned including workshops, peer-to-peer/judge-to-judge dialogues, consultations and round-table meetings, conferences, study visits etc. Provision of expert assessments and recommendations on legal and institutional framework governing the legal profession as well as country-specific studies and publications will take an important part of the work. The idea is to integrate transversal issues such as gender and minorities rights mainstreaming with recommendations for implementation.

The project will be implemented in partnership with local authorities: High Council of Justice of Georgia, Supreme Court, Legal affairs Committee of the Parliament, Ministry of Justice and GBA. Intensive cooperation with other stakeholders, such as independent experts, civil society, academia and international organisations will be fully supported.

Through this project the Council of Europe will continue to support to the judicial reform in Georgia coming 32 months. The project is funded by voluntary contributions of Bulgaria, Liechtenstein, Lithuania Norway, Slovakia and Sweden to support the implementation of the Council of Europe Action plan for Georgia 2016-2019.
