Policy makers from the Eastern Partnership countries discussed the pros and cons of regulating lobbying activities at the two-day workshop on “Lobbying Regulation”, held on 23 – 24 November 2016. During the two-day workshop, representatives of parliaments, ministries of justice and other policy institutions, together with the Council of Europe experts, considered the definition of a lobbyist and discussed about exemptions from regulation, transparency and integrity in lobbying through regulation, oversight and sanctioning. Furthermore, participants had the opportunity to examine comparative good practices and case examples, as well as the applicability of lobbying regulation to their country’s circumstances. The discussions from the workshop will help produce a model legislation on lobbying for the EaP countries, which will be disseminated in English and Russian to all participating institutions.
