The PC-OC Mod is a restricted group of the PC-OC, Council of Europe’s Committee on international cooperation in criminal matters.

At its 40th meeting, held in Strasbourg from 22 to 24 September 2026, the group identified a need for clearer guidance on the relationship between asylum and extradition proceedings and agreed to pursue further work on re-extradition, including a possible practical guidance.

It also discussed international cooperation in cases involving human-rights concerns, prisoners of war and foreign fighters.

The meeting reviewed ongoing work on the transfer of sentenced persons, migrant smuggling, core international crimes and the Ljubljana–The Hague Convention, as well as practical cooperation issues such as videoconferencing, INTERPOL notices and the execution of certain types of MLA requests.

Finally, the PC-OC Mod approved proposals for updating its human-rights case-law compendium and suggested a programme of deliverables for 2028–2031.
