The "Strengthening constitutional justice and human rights in Albania" action aims to strengthen the efficiency, transparency and accessibility of the Constitutional Court of Albania, while ensuring the alignment of its jurisprudence with European human rights standards.
What are the goals and objectives of the action?
The main objective of the action is to support the Constitutional Court of Albania in improving its institutional functioning, the quality of its decision-making and citizens’ access to constitutional justice.
The action will contribute to improving case management through digitalisation, strengthening research and methodological capacities, and enhancing the Court’s communication with the public.
Who benefits from the action?
The direct beneficiary of the action is the Constitutional Court of Albania, including judges, legal advisors, IT specialists and administrative staff.
Albanian citizens are the final beneficiaries of the action, through a more efficient, transparent and accessible system of constitutional justice.
How does the action work?
The action will support the development and implementation of a modern case management system and digital archive, with a view to improving efficiency and timeliness in the handling of constitutional complaints.
It will provide capacity-building activities for judges, legal advisors and court staff, as well as support for strengthening the Court’s Research Department, the use of European Court of Human Rights case-law and access to the HUDOC database.
The action will also support improved website functionalities, public communication and measures aimed at increasing transparency, public trust and accessibility.

- Improved efficiency and timeliness in handling constitutional complaints;
- Strengthened research capacity and use of European Court of Human Rights case-law;
