The Council of Europe Office in Tirana is launching a call for tenders for the provision of IT services to develop an E-Consultation Platform for Albania’s Central Election Commission (CEC) under the EU/CoE Joint Project “Support to the Electoral Cycle in Albania” (SECA).

The selected contractor will be responsible for the development of the E-Consultation Platform, the provision of training and related materials for CEC staff and users, and ongoing IT support during its implementation.

The total budget available under this call for tenders is €80,000, excluding VAT.

Deadline for submission of tenders: 11 September 2026, 17:00 (CET).
