As part of the implementation of the project “Quality Education for All – Building Democratic Resilience – North Macedonia”, funded by the Federal Republic of Germany, the Council of Europe is launching a call for tenders for the purchase of local consultancy services.
The purpose of this call is to establish a framework contract with qualified local consultants with a strong understanding of the education system and policy context in North Macedonia and expertise in democratic culture, inclusive education, democratic school governance, education policy development, monitoring and evaluation, vocational education and training (VET), capacity-building and desegregation.
Consultants selected through this call will become part of a pool of local experts providing specialised expertise across two areas of work: (i) research, policy development and monitoring, and (ii) capacity-building, democratic school governance and school support. Working in cooperation with the Council of Europe and national stakeholders, they will contribute to policy development, research, monitoring, mentoring, facilitation, peer-learning, school networking, professional development and the development of educational resources, while supporting the implementation of Council of Europe standards and education reforms in North Macedonia. Bids will be assessed on the basis of the tenderers' professional and thematic expertise relevant to the selected lot, as well as the quality and relevance of their previous work.
