EU and Council of Europe support digitalisation of gift registration for public officials in North Macedonia

In the premises of the Council of Europe Programme Office in Skopje Office, was signed today between Oleg Soldatov, Head of the Programme Office and Adem Cucul, President of the State Commission for Prevention of Corruption the act of acceptance for the Gift Registry Platform.

The Platform was developed as part of the EU/CoE Action against Economic Crime in North Macedonia and aims to support the State Commission for Prevention of Corruption (SCPC) in digitalising the processes related to gift registration and reporting by public officials and employees of state institutions. By introducing a centralised and secure digital system, the platform enhances the efficiency, accuracy, and consistency of gift-related reporting.

“The Council of Europe is proud to support North Macedonia’s efforts to promote transparency and good governance through the formal transfer of the Gift Catalogue source code to the State Commission for Prevention of Corruption. Joined with targeted training for state officials, this initiative further reinforces our shared commitment to strengthening institutional integrity and combating corruption,” – Oleg Soldatov, Head of the Council of Europe Programme Office in Skopje.

“On 30 January 2026, the State Commission for Prevention of Corruption formally received the source code for the Gift Catalogue from the Council of Europe, granting us full ownership of this important digital anti-corruption tool. Together with online training for designated state officials, held in December 2025, this transfer significantly strengthens transparency, institutional integrity, and public trust in our work. The State Commission for Prevention of Corruption remains committed to sustainable, digital solutions in the ongoing fight against corruption. The platform represents an important step forward in strengthening transparency and accountability in the public sector. It directly contributes to preventing conflicts of interest and corruption, while reinforcing public trust in state institutions,” – Adem Cucul, President of the State Commission for Prevention of Corruption. 

This initiative is implemented by the “Action against economic crime in North Macedonia”, within the framework of the European Union/Council of Europe joint Programme “Horizontal Facility for the Western Balkans and Türkiye”.

Action Summary

The Action Against Economic Crime in the Republic of North Macedonia (HFII - AEC-MKD) aims at strengthening anti-corruption and anti-money laundering and countering terrorist financing regimes and thus seeks to increase trust in the rule of law and democracy in North Macedonia by. The Action will support the authorities in the effective implementation of the recent key recommendations of the monitoring bodies of the Council of Europe - Committee of Experts on the Evaluation of Anti-Money Laundering Measures and the Financing of Terrorism (MONEYVAL) and Group of States against Corruption (GRECO) and to contribute to tailored reform processes in the country.

Main beneficiaries of the Action are institutions/bodies involved in countering and preventing corruption, money laundering and financing of terrorism.

This Action is part of the Council of Europe/European Union "Horizontal Facility for Western Balkans and Turkey II 

Expected Results

 Improved legal and operational framework on preventing and combating corruption;

 Strengthened and more efficient Asset Recovery Framework;

 Enhanced anti-money laundering and terrorist financing prevention mechanisms.
