Action against corruption and economic crime in Bosnia and Herzegovina
At a glance
The overall objective of the project is to support the authorities of Bosnia and Herzegovina in preventing and combating corruption, money laundering and the financing of terrorism. The project will assist competent institutions in strengthening the legal and institutional frameworks in these areas and in improving their effective application. This support will be delivered through targeted activities aimed at enhancing policy development and operational capacity to prevent corruption and reduce the risks of money laundering and terrorist financing.
Through reviews and assessments, as well as proposals for legislative and administrative improvements, practical guidance and capacity-building, the project will provide the authorities with clear pathways to comply with the outstanding recommendations of relevant monitoring bodies.
Project activities are structured around the following five expected outcomes:
- Improved capacity to prevent corruption and ensure the consistent application of anti-corruption measures at all relevant levels of authority;
- Strengthened ability of competent authorities to apply preventive measures and financial sanctions effectively;
- Improved compliance of financial institutions and other relevant actors with obligations related to the prevention of money laundering, the financing of terrorism and the application of financial sanctions;
- Enhanced capacity of competent authorities to collect, analyse, share and use financial intelligence effectively for the detection, investigation and prosecution of money laundering and terrorist financing, in line with the country’s risk profile; and
- Strengthened capacity for the identification, management and recovery of illegally acquired assets.
The project will support the development of a well co-ordinated, resilient and proactive system to prevent economic crime in Bosnia and Herzegovina. It will strengthen co-ordination among institutions and promote risk-based operational practices, leading to earlier and more targeted identification of money laundering and terrorist financing. The project will also build the capacity of law enforcement bodies to better detect and investigate financial crimes.
Improvements to regulatory frameworks will help deter illicit financial flows and ensure that sanctions are effective, proportionate and dissuasive. Enhanced supervision, together with stronger monitoring and compliance practices, will support financial institutions and other regulated professions in meeting high standards for preventing money laundering and terrorist financing.
Taken together, these measures will reduce opportunities for corruption and the misuse of the financial system, and contribute to more transparent, accountable and resilient public institutions, strengthening overall financial integrity.

This project is implemented under the Council of Europe Action Plan for Bosnia and Herzegovina 2026-2029 and funded through voluntary contributions.
