The effort to strengthen the capacities of prison officers continues in the second phase of the Horizontal Facility Action “Enhancing human rights protection for detained and sentenced persons in Montenegro” with the training of prison officers on the fight against ill-treatment and humane treatment of detainees. The team of ten national trainers that was established and trained in 2017, followed up a second round of training for trainers in order to be able to transfer the acquired skills and knowledge to its peers and eventually bring the prison system of Montenegro closer to European standards, primarily Council of Europe’s CPT standards and European prison rules. Cascade trainings will follow upon the conclusion of the train for trainers sessions within 2018.

The Action, that is co-funded by the European Union and the Council of Europe and implemented by the Council of Europe, started on 1 October 2016 and will finish in February 2019.
