MEDIA ADVISORY: Final conference

The Council of Europe Education Department and the Delegation of the European Union to Montenegro organise a conference to present the results of the Action "Strengthen Integrity and Combat Corruption in Higher Education", implemented within the Horizontal Facility for Western Balkans and Turkey from May 2016 to May 2019. The conference will take place on 15 May 2019 at Hotel Centre Ville, Podgorica.

 

The Action was implemented in partnership with the Ministry of Education and in close co-operation with higher education institutions of Montenegro, with special focus on the University of Montenegro as, by far, the largest higher education institution in the country.

 

The Action addressed the challenges related to transparency, accountability and ethical standards in higher education in Montenegro, which many surveys and watchdog reports confirm as a serious threat affecting the quality of education.

The overall approach was comprehensive, providing the support in establishing a strong legal and institutional framework, and the platform for public discussions and experience exchange with various internationally recognized institutions.

 

Opening remarks will be given by Danilo Nikolic, Rector of the University of Montenegro, Arijana Nikolic Vucinic, Director General of the Directorate for pre-school, primary and inclusive education, Angela Longo, Head of Operations in the Council of Europe Programme Office in Podgorica and Vesna Atanasova, Programme Manager at the Education Department, Directorate of Democratic Citizenship and Participation.

The event is fully open to media. The opening is scheduled for 10:00 on 15 May 2019 at Hotel Centre Ville, Podgorica.

 

The conference is held under the programme Horizontal Facility for Western Balkans and Turkey, funded by the European Union and co-funded and implemented by the Council of Europe.

Summary for two actions: “Strengthen integrity and combat corruption in higher education” and “Fostering a democratic school culture”

The Council of Europe will assist relevant authorities in Montenegro to improve the quality of education through applying preventive mechanisms based on Council of Europe standards and practices. Two actions on education are being implemented in partnership with the Ministry of Education while involving a wider group of relevant stakeholders, including University of Montenegro, Bureau for Education Services, Agency for Anti-Corruption, education policy and research institutes, academics, NGOs, pilot schools and teacher training organisations.

These Actions are part of the Council of Europe/European Union Horizontal Facility for Western Balkans and Turkey.

Overall objective of the action: “Strengthen integrity and combat corruption in higher education”

The overall objective is to strengthen integrity and combat corruption in the higher education system through applying preventive mechanisms based on Council of Europe standards and practices.

Outcomes and expected results

Objective 1: To support relevant higher education institutions in developing ethical standards, combat corruption and promote best practices of quality and integrity in higher education.

Expected outputs:

  • The University of Montenegro and relevant public authorities adopt mechanisms to prevent corruption and to strengthen ethics, transparency and integrity in higher education;
  • Mechanisms in place take into account standards and good practices promoted by the Council of Europe’s Ethics in Education Platform (ETINED).

Objective 2: To raise awareness and improve knowledge of the main education actors on ethical standards and how to address corruption.

Expected outputs:

  • Educational professionals and students in public higher education institutions have increased competencies to recognise and address issues challenging the integrity in higher education.

Overall objective for the action: “Fostering a democratic school culture”

The overall objective is to improve quality of education by fostering a democratic culture in the formal education system through applying anti-discriminatory approaches based on Council of Europe standards and practices.

Outcomes and expected results

Objective 1: To enhance knowledge and awareness on the concept, policies, practices and benefits from inclusive education and a democratic school culture among teachers, staff, students and local communities.

Expected outputs:

  • A number of examples of good practices for democratic school culture are identified and promoted throughout Montenegro.
  • A roadmap is developed on how to upscale the experiences from pilot schools to the policy level.

Objective 2: To enhance capacities of schools to remove prejudices and discriminatory approaches toward vulnerable or marginalized students, including Roma and Egyptian children.

Expected outputs:

  • A number of pilot schools have improved their inclusive environment and introduced specific measures to promote tolerance and inter-ethnic dialogue.
