District electoral councils in Moldova strengthened knowledge and skills in managing financial resources ahead of 2025 Parliamentary election

Around 40 representatives from all District Electoral Councils (DECs) across the country gathered in Chisinau for a two-day capacity-building training designed to strengthen their skills in managing financial resources allocated from the state budget for the organisation and conduct of the Parliamentary election on 28 September 2025.

The training covered practical aspects of the electoral financial process, including the planning, allocation, and reporting of financial resources; procedures for releasing the DECs members from regular duties, remuneration and guarantees for electoral officials; management of accounting records; and archiving of financial documentation. Particular emphasis was given to identifying and preventing risks in the management and accounting of electoral funds.

This initiative is expected to strengthen the oversight and control of financial resources, contributing to the integrity of the electoral process, and democratic exercise of the right for vote and stand for vote in Parliamentary election in line with the Council of Europe and international standards in electoral field.

The activity was carried out in partnership with the Central Electoral Commission of the Republic of Moldova within the Project ”Improving Electoral Practice in the Republic of Moldova (IEPRM) 2025-2028, part of the Council of Europe Action Plan for the Republic of Moldova 2025-2028
