About 50 representatives of the Central Electoral Commission (CEC) and District Electoral Councils participated in a two-day inclusive workshop to review and assess the operational results and performance of the electoral administration during the 2025 Parliamentary election.
Participants discussed key issues affecting the 2025 parliamentary elections, with a specific focus on the Central Electoral Commission’s performance concerning crisis management, assisted and assessed by the Council of Europe over the electoral period, emphasizing the importance of clear and effective communication to maintaining public trust. Electoral integrity checks due to the risks posed by foreign interference and electoral corruption were also among the main topics discussed by participants. Likewise, mechanisms for resolving electoral disputes were analysed, paying particular attention to interactions among candidates, election bodies, and courts.
The training and certification of electoral officials were considered as essential, with recommendations to update curricula to address evolving challenges. Organizational challenges such as personnel management, registration of contestants’ representatives, accreditation of observers and journalists, election day preparations, and cooperation with national authorities were also discussed. Participants explored methodologies to further enhance oversight and control of political parties and electoral campaign financing, proposing possible legislative amendments and methodological approach aimed at improving transparency.
Finally, participants recommended robust financial management and monitoring systems to ensure accountability and prevent misuse of resources in the future electoral processes, including the 2026 regional elections and the 2027 general local elections.
