Back Legislation regulating inspections system and recommendations to make it more effective discussed during a workshop in Moscow

Within the PRECOP II project a workshop on “Strengthening legislation on inspection and supervision activities at the federal and municipal levels in the Russian Federation” took place on 24 September 2018 in Moscow.

The activity was the first in a series of workshops dedicated to reviewing the regulatory framework in the field of inspections, analysing its impact on Russian business, and identifying potential areas for improvement. A draft Technical Paper analysing the Russian legislation and its application in practice and providing a comparison vis-à-vis international standards and good practices was presented by two Council of Europe experts.

30 participants representing Federal and Regional Business Ombudspersons’ offices, federal authorities involved in the reform process and business associations discussed the current situation in the Russian Federation. Finally the participants contributed to the development of legal and policy recommendations taking into account the latest developments in this area, including the ongoing reform process in the field of inspection and supervision activities.

The Technical Paper will be updated based on the participants’ feedback with the aim to make the recommendations practical and implementable by also taking into account the country context. The objective is to contribute with relevant recommendations to the ongoing process of the revision of the legislation in this field as initiated by the Ministry of Economic Development of the Russian Federation. The draft law on the inspection and supervision activities is expected to pass the second reading in the State Duma by the end of 2018.
