On 21 April in Pristina, the Ministry of Local Government Administration released the Kosovo* Action Plan on Open Government 2026-2028, marking a significant step forward in the efforts to improve transparency, accountability, and citizen participation.
The new Action Plan was developed with the support of the Congress through a co-creation process between institutional bodies and civil society organisations, and endorsed by the government on 3 April 2026. It outlines a series of commitments designed to strengthen transparency and corruption prevention, accountability and oversight, and improve public service delivery. Key measures include:
- Upgrading the E-Komuna platform to enable citizens to access information, submit proposals, and track how municipalities respond in real time;
- Introducing quarterly monitoring of financial disclosures to ensure the Ministry of Finance consistently publishes complete, timely, and accessible public information;
- Standardising and improving the proactive publication of public documents so that citizens can more easily access and use public services;
- Opening up anti-corruption data to enhance transparency and public oversight;
- Strengthening multilevel co-ordination and monitoring of the implementation of the action plan to ensure that it delivers measurable results and sustained reforms.
At the launching event which brought together representatives from public institutions at all levels, civil society and international partners, the Ministry stressed the need for continued multistakeholder co-operation in advancing open government principles, ensuring shared ownership of the Plan and a clear alignment of priorities.
The Congress remains dedicated to supporting these efforts by providing the expertise required to strengthen local democracy and foster inclusive governance. This continued co-operation underscores a shared commitment to building more resilient, transparent, and citizen-centred institutions that effectively respond to the needs of the people in Kosovo*.
The drafting and co-creation process of the Action Plan has been supported by the Centre of Expertise for Multilevel Governance at the Congress of Local and Regional Authorities of the Council of Europe, as part of the project “Strengthening multilevel governance and participatory democracy” and the Council of Europe co‑operation activities in Kosovo*.
