The European Committee of Social Rights (ECSR) and the Governmental Committee (GC) have defined and adopted a new set of targeted questions for States Parties that have not accepted the collective complaints procedure under the European Social Charter. Following the reform in 2022, these States now submit reports every two years focusing on selected provisions of the Charter.
The questions for the 2027 reporting cycle (Conclusions 2027) address the following key topics: health; housing; disability; children; older persons; social security; social assistance; poverty; and education.
States Parties have been requested to submit their reports answering questions on specific articles related to these areas, but only where they have accepted the relevant provisions, by 31 December 2026. Third parties will be invited to submit their comments with a deadline of 30 June 2027.
