Enhancing social human rights in line with European Social Charter standards contributes to achieving sustainable democracy.

The effective enjoyment of social rights is possible only if national legislation and practices are in line with the international standards and requirements, in particular those stipulated by the European Social Charter.

The Council of Europe is the sole European organisation which provides a “full cycle” of support to its member states. Council of Europe technical assistance programmes form an integral part of the unique strategic triangle of standard setting, monitoring and co-operation: the development of legally binding standards is linked to their monitoring by independent mechanisms and supplemented by technical co-operation to facilitate their implementation.
