Congress Secretary General’s visit to Slovakia: unanimous support for a territorial reform in the country

Congress Secretary General Mathieu Mori paid an official visit to the Slovak Republic on 15 and 16 October 2025, to discuss implementation of Congress monitoring recommendations on the application of the European Charter of Local Self-Government and co-operation in support of a territorial reform in the country.

He had meetings with Minister of Foreign and European Affairs Juraj Blanár, the Speaker of the National Council Richard Raši, and State Secretary of the Ministry of Interior Michal Kaliňák, who informed him about their plans to bring forward legislative changes to strengthen local government in Slovakia.

In a meeting with representatives of the three national associations of local and regional authorities (ZMOS, UMS, SK8) and the national delegation to Congress, local representatives informed the Secretary General of their plan to publish a joint position paper proposing reforms to address Congress monitoring recommendations.

All stakeholders agreed on the need for a territorial reform in the country, and acknowledged the role the Congress could play in sharing experience and good practice from other member states. Secretary General Mori also met with the City of Bratislava and visited the Municipality of Častá, which offered an opportunity to see innovative local projects. The commitment of Slovakian youth to European democracy was underlined in his meeting with students of Komenius University.
