Congress Co-rapporteur on the Republic of Moldova Urs Janett (Switzerland, ILDG) presented the main findings and conclusions of the Congress  monitoring report on the implementation of the European Charter of Local Self-Government in the country at a meeting of the European Committee of the Regions’ Working Group on the Republic of Moldova, in Chisinau on 24 November 2025.  

“The Republic of Moldova has made meaningful and measurable progress in improving local self-government since 2018. The reforms undertaken in recent years are aligned with European standards and with the country’s EU accession objectives. But the road ahead remains demanding, and sustained commitment will be required to ensure that local authorities have the resources, competences and autonomy they need to serve their communities effectively”, stated Mr Janett.

He reaffirmed the Congress’ readiness to support the implementation of its recommendations within the framework of the Council of Europe Action Plan for the Republic of Moldova. The Congress Co-rapporteur also echoed the participants’ emphasis on the importance of multilevel governance and effective coordination between different levels of government, noting that strengthening local democracy was a key priority of the country’s Presidency of the Council of Europe Committee of Ministers. In this context, he reminded participants of the upcoming Conference on Multilevel Governance, which was expected to contribute to the public administration reform efforts in the country.

The meeting gathered over 100 mayors from the Republic of Moldova and EU member States to discuss the country’s progress made in the European integration path, opportunities for local communities, and readiness for accessing European development funds. 

The Working Group on the Republic of Moldova of the European Committee of the Regions was established to facilitate political dialogue and collaboration between local authorities in the country, the Government, and European institutions.
