Launch of CEPEJ court coaching programme in pilot courts in Georgia

The court coaching programme of European Commission for the Efficiency of Justice (CEPEJ) organised in the framework of the project “Support to modernisation of court management in Georgia” have started with the experts visit from 23 to 25 May 2023to two pilot courts: the Supreme Court of Georgia and Rustavi City Court.

CEPEJ experts, through in-depth interviews with court managers and staff, conducted a thorough assessment of the specific needs in these two jurisdictions. The purpose of this assessment was to gather valuable insights into the existing challenges faced by these courts and provide recommendations which will be addressed under the court coaching programme.

On this occasion experts presented the methodologies and tools developed by the CEPEJ, familiarising the courts to good practices and experiences seeking to improve court management.

The implementation of the court coaching programme under the CEPEJ project in Georgia represents a crucial step forward in the ongoing efforts to modernise and strengthen the Georgian judicial system. The expertise and guidance of the CEPEJ experts aim to aspire to provide the Supreme Court of Georgia and Rustavi City Court a support tailored to their specific needs.

This activity was organised within the framework of the project “Support to modernisation of court management in Georgia”, funded by the European Union and the Council of Europe and implemented by the Council of Europe in their Partnership for Good Governance III (2023-2027).

About the Project

This project seeks to continue to promote Council of Europe and international standards and tools in the field of justice, as well as to build the capacity of justice professionals to apply those standards and tools to support improvement of the efficiency of the judicial system, facilitate the modernisation of justice administration, including through implementation of new cyber justice tools, and a continuous improvement of the quality of judicial services with dialogue between justice professionals and the public.

This project is implemented within the third Phase of the joint programme of the European Union and the Council of Europe “Partnership for Good Governance” running from 2023 until 2027. It builds on the results of the previous phases of the Partnership for Good Governance in the field of strengthening justice (Phase I 2015-2018 and Phase II 2019-2023).

Budget: EUR 800 000

The overall Programme budget is EUR 19.3 Mio. (80% is co-funded by the European Union and 20% by the Council of Europe).

Duration: 1 March 2023 to 30 September 2025

What are the objectives of the project?

To support improvement of the efficiency of the Georgian judicial system, and notably reduction of backlogs and length of proceedings
To contribute to improved quality of judicial services through dialogue between justice professionals and with the public.
Increase judges' referrals to mediation, improve data collection of mediation cases based on the CEPEJ Mediation Development Toolkit.

The “Partnership for Good Governance” (PGG) is a joint initiative of the European Union and the Council of Europe for strengthening good governance in the Eastern Partnership region.

PGG provides tailor-made support to Eastern Partnership countries to bring their legislation and practice closer to European standards in the fields of human rights, rule of law and democracy.
