Prime Minister of Iceland,

President of the Parliamentary Assembly of the Council of Europe,

Heads of State and Government,

Ministers,

Excellencies,

When the Council of Europe was founded, its members were united by a simple, but profound sentiment:

“Never again”.

Never again to war, destruction, and genocide –

And all the horrors from which the continent suffered during two world wars.

Instead of brutal power politics –

And the abuse of state power –

There would be common standards in human rights, democracy, and the rule of law.

Putting into effect the European Convention on Human Rights –

The European Court of Human Rights –

And all the tools and treaties that have followed has required compromise, determination, and political will.

European governments have, for example, abolished the death penalty –

Acted to prevent torture –

And extended new protections to national and language minorities –

Often in the face of public opposition.

But they did these things because they were required, legally - and morally.

What is now asked of you – Europe’s leaders – is no harder –

But just as important.

En renouvelant votre engagement en faveur de nos normes et valeurs, vous pouvez apporter un soutien immédiat à l’Ukraine –

Notamment pour que la Russie ait à répondre de ses crimes –

Et pour venir en aide aux enfants ukrainiens.

Mais c’est aussi l’occasion de démontrer votre volonté politique collective d’enrayer le déclin démocratique –

Et d’appliquer nos normes intemporelles aux défis nouveaux et évolutifs auxquels nos sociétés sont confrontées.

Nos sociétés se transforment à un rythme accéléré

Mais nos droits fondamentaux, eux, sont immuables –

Tout comme les conséquences de notre échec à les protéger.

Il suffit pour s’en convaincre de voir ce qui se passe en Russie.

S’engager aujourd’hui, c’est œuvrer pour demain.

Aussi, faisons en sorte que Reykjavik reste dans les mémoires comme le lieu d’une détermination réaffirmée, où la reconquête démocratique a commencé.
