Madame la Présidente,

Excellences,

Cela fait maintenant douze mois que la Fédération de Russie a commencé son agression brutale, illégale et continue contre l'Ukraine.

Une surprise pour certains –

Et un choc pour nous tous –

Cette terrible décision de choisir la violence a donné ce que la violence a toujours donné.

Douleur, grande perte et profonde injustice.

Ce comité a été rapide lorsqu’il a décidé de suspendre puis d'exclure la Russie du Conseil de l'Europe.

Et ce furent les bonnes décisions.

Mais elles n'ont en rien compensé la souffrance de l'Ukraine et de son peuple.

Dès le début de cette agression, j'ai été claire –

Nous avons été clairs –

Que notre priorité est d'être solidaire de notre État membre, l'Ukraine, et de faire tout ce que nous pouvons pour répondre aux besoins de son peuple.

Par exemple, nous avons convenu d'un nouveau plan d'action conjoint sur la résilience, la relance et la reconstruction –

Répondant aux besoins spécifiques de l'Ukraine à ce moment précis –

Et à mesure que la situation évolue.

Nous apportons notre soutien aux autres États membres qui ont accueilli des réfugiés et qui font de leur mieux pour apporter un soutien structurel et psychologique à ceux qui en ont besoin.

Et, pour aller de l'avant, nous sommes déterminés à ce qu'au lieu de l'impunité, il y ait des comptes à rendre pour les crimes qui ont été commis –

Et qui continuent –

En Ukraine.

That is why our experts are supporting the Ukrainian Prosecutor General’s investigations into serious human rights violations –

And why I believe that this Organisation should establish a register of damage –

Drawing on the Court’s experience, expertise and case law –

As the basis for any future compensation mechanism.

All parts of this Organisation are playing their part –

From this Committee of Ministers to the Parliamentary Assembly, to the Human Rights Commissioner –

And from the Congress of Local and Regional Authorities, to our Development Bank and beyond –

We all stand with Ukraine.

And we will continue to take whatever measures we can as this situation evolves –

Delivering what justice is possible.

But in reflecting on what Ukraine has faced –

On what Ukrainians still face, day in, day out –

It is impossible to avoid the reality that some of this injustice cannot be reversed.

Energy and civil infrastructure can be repaired after it is bombed.

We can work towards mechanisms that will one day ensure truth, transparency and accountability for the range of wrongs that is being done.

And we all long for the time when refugees will be able to return to their communities and rebuild their homes and lives.

But the killings, the rapes and the tortures – these things cannot be undone.

They leave an imprint of sorrow and anguish that will forever remain.

There is no justification for these horrific abuses.

Quite simply, they must stop.

Peace must be restored –

And a sustainable peace in which Ukraine determines its own destiny, grounded in its sovereignty, independence and territorial integrity.

We will do all that we can to contribute to that end –

And all that is required to support Ukraine and its people now and for as long as it takes.
