On 16-17 April, a training on analytical report writing was held in Almaty for 31 representatives of the central and regional offices of the Commissioner for Human Rights of the Republic of Kazakhstan. The training aimed to enhance participants skills in producing impactful reports aligned with national legislation, the institution’s mandate, and international human rights standards.

The training was organised in partnership with the National Human Rights Centre and was a practical follow-up to the needs assessment carried out by the Council of Europe project in 2025.

The agenda of the training covered the strategic role of Ombudsman reporting, development of strong analytical structures, as well as drafting effective recommendations.

The sessions included practical exercises and group discussions, enabling participants to practise their skills and receive feedback. Special focus was placed on the importance of grounding analysis in legal frameworks and international obligations, along with tailoring reports to specific target audiences.

The events were organised in the framework of the Council of Europe Project “Reinforcing the institutional capacity of the Commissioner for Human Rights (Ombudsperson) institution in Kazakhstan” implemented under the Council of Europe Neighbourhood Cooperation Priorities with the Republic of Kazakhstan, funded by Germany.
