The main objective of the project is  to support the Office of the Commissioner for Human Rights in strengthening its institutional capacity as a defender of human rights in line with European and international standards, including specific recommendations of the Venice Commission. The strengthened capacities of the CHR office will contribute to the effective implementation of the National Human Rights Action Plan. By addressing individual cases and fostering co-operation, the project aims to create a more resilient and responsive human rights protection framework in Kazakhstan, aligning with European best practices.

• Strengthening capacities of the staff of the CHR Office to deal with individual cases and to prepare analytical reports on human rights issues determined in co-ordination with the Office in line with European and international standards and best practices.

• Fostering co-operation between the CHR Office, relevant state institutions and NGOs in addressing human rights violations. 

• Strengthening the functioning of the CHR Office by providing support to the implementation of the Strategy for Strengthening Ombudsperson Institution (including the development of a related roadmap) and enhancing the capacity of regional representatives of the Office to carry out their mandate.
