Seventh pilot training successfully implemented as e-learning workshop

One-day training on “Application of Article 6 European Convention for the Protection of Human Rights and Fundamental Freedoms in Proceedings before Administrative Courts” took place online on 30 March 2023. Judges of administrative courts and hight administrative courts from all over Croatia took part in the online training, that was delivered by Ms Štefica Stažnik, Croatian Representative before the European Court of Human Rights and Mr Goran Selanec, judge of the Constitutional Court of the Republic of Croatia.  Applicability of Article 6 of the Convention for the Protection of Human Rights and Fundamental Freedoms in administrative judiciary was discussed as well as some aspects of the right to a fair trial (court of full jurisdiction, procedure for assessing evidence and justification of judicial decisions). The right to a fair trial under Article 47 of the Charter of Fundamental Rights of the European Union was presented in the second part of a training session. During the training the participants were made acquainted with such resources on the case law as web site of the Office of the Representative of the Republic of Croatia before the ECtHR, HUDOC, Knowledge Sharing Platform of the ECtHR and HELP platform of the Council of Europe.

This is the seventh training session in the training program developed under the Project in consultation with the project partners – the Judicial Academy of Croatia and the Office of the Representative of the Republic of Croatia before the European Court of Human Rights. The training programme is based on the recommendations from the Training Needs Assessment and takes into account the interests of target groups (criminal, civil, and administrative law practitioners), the availability of respective materials and HELP courses adapted for Croatia, and the recommendations of CoE monitoring bodies.

The Project “Promotion of the rule of law and fundamental rights through high-quality online trainings in the Croatian Judiciary” is aimed at providing support to the Judicial Academy of Croatia to improve the methodology, tools and expertise to design and deliver high-quality training.

The Project is co-funded by the European Union via the Technical Support Instrument, and implemented by the Council of Europe, in cooperation with the European Commission, the Directorate-General for Structural Reform Support (DG REFORM).
