12th meeting of the Conference of the Parties

The Conference of the Parties (COP) to the Convention on Laundering, Search, Seizure and Confiscation of the Proceeds from Crime and on the Financing of Terrorism (CETS n° 198) held its 12th meeting in Strasbourg from 27 to 28 October 2020.

The Plenary adopted the Thematic monitoring report on the implementation of the Articles 7(2c) / 19(1) of the Convention by the States Parties. The report describes measures taken by COP State Parties to allow monitoring of banking operations by competent authorities, as well as execution of foreign requests for account monitoring.

The COP adopted selected follow up reports for Bulgaria, Croatia and Sweden, as well as amendments to the 2018 and 2019 Thematic monitoring reports following the ratification of the Convention by Monaco and inputs received by the Russian Federation. The COP also heard a presentation by the ECHR on the Case of Phillips v. the United Kingdom.

The terms of office for Bureau members Ms Oxana Gisca (Republic of Moldova), Ms Ani Goyunyan (Armenia) and Mr Alexander Mangion (Malta) were extended until October 2021 due to exceptional circumstances.
