This session will explore the intersection between artificial intelligence and democracy, examining both the transformative potential and the challenges AI presents.

It will discuss how AI interacts with democratic processes and public decision-making, how it can enhance transparency and civic participation, and how to uphold integrity, trust, and accountability in its application within the democratic sphere.

Descriptions of the initiatives were submitted by the presenters. Rapporteurs of these sessions are students. In each session youth delegates will mainstream the youth perspective. These breakout sessions include short presentations by academics, policy-makers and other experts and the presentation of innovative initiatives, followed by an extensive discussion with the audience.

“parlament.fyi”

The goal of parlament.fyi (for your information) is simple: make political information clear, accessible, and useful. We built an AI-powered platform that sifts through Austria’s vast parliamentary open data set, summarizing complex political discussions into something that actually makes sense. By using the model ChatGPT 4.0 from the company Open AI, our AI processes over 10,000 speeches and 900 resolutions from the last legislative period of the former ÖVP-Green government as well as the new and current ÖVP-SPÖ-NEOS government, analyzing not just what was decided, but also who said it and how arguments evolved over time. This allows us to highlight patterns in political language, shifts in party positions, and emerging trends in legislative decision-making. parlament.fyi offers AI-generated summaries of parliamentary debates, empowering citizens and media to understand government actions, promote accountability, and reduce misinformation. Using AI, it automates analysis of parliamentary data since 2019 until today, saving time for journalists and political professionals and ensuring real-time access to legislative developments for better reporting and engagement. Moreover, the platform supports political education by providing accessible data and summaries, enhancing research and critical thinking on political discourse for students and academics. Since launching, parlament.fyi has sparked growing interest in not just summarizing parliamentary resolutions but also analyzing politicians’ speeches: their tone, arguments, and rhetorical strategies.

AI For Democracy : The Democratic Commons

‘AI For Democracy : the Democratic Commons’ is the first global research programme dedicated to building AI in service of democracy. Coordinated by Make.org, it brings together leading institutions such as CNRS, Sorbonne University, and Sciences Po to address the democratic risks of generative AI and harness its potential to strengthen citizen participation.

Goals: - to determine the democratic principles generative AI should abide by - to characterize AI democratic biases - to develop technological protocols to correct LLM biases - to develop an Open-Source “safe for democracy” LLM - to develop open-source participation platforms powered by this corrected LLM

One year following its launch, we present the key results of our Programme:

- A theoretical framework to define the democratic principles applied to AI

- The characterisation of AI democratic biases

- 3 new concrete use cases on our AI-Powered platform to simplify the understanding of complex topics to the general public : on nuclear energy in France, on the February elections in Germany, on the European Committee of the Regions.

'AI For Democracy : the Democratic Commons' is one of seven winners of France’s Public Investment Bank 'Digital Commons for Generative AI' call for projects, conducted as part of the France 2030 investment plan. The project has been endorsed by key leaders in ethical AI.

Digital Nusantara - Youth Dem in the age of algorithms

INDONESIA

The age of algorithms presents unprecedented challenges to democracy—most notably disinformation, digital polarization, and civic apathy. In response, Digital Nusantara: Youth, Democracy, and Resilience in the Age of Algorithmsis a youth-led initiative from Indonesia that empowers meaningful participation and counters disinformation through inclusive, emotionally attuned civic innovation.

The initiative delivers workshops on digital civility, paired with mental health campaigns to address digital burnout and climate anxiety—key factors driving youth disengagement. So far, over 10,000 youth across Indonesia and Southeast Asia have engaged with the program’s hybrid model and multidisciplinary support framework.

Digital Nusantara partners with leading organizations including World Vision South Asia Pacific, the United Nations Association of Indonesia, Indonesian Youth Diplomacy, and TikTok’s Global Youth Council to broaden its reach and amplify impact.

At its core, the initiative seeks to transform social media from a space of hate and disinformation into a platform for civic expression and democratic dialogue. By combining data-driven storytelling with regional advocacy, Digital Nusantara empowers the next generation to reclaim online spaces and participate in shaping democratic futures—not as passive consumers, but as courageous civic agents.
