The Council of Europe, in partnership with the Department of Public Administration (DoPA), has successfully concluded a series of regional workshops aimed at enhancing human resources management tools in the Albanian public administration. The workshops focused on two crucial digital tools: the Collaboration Platform (CoLab) and the Human Resources Management Information System (HRMIS), both of which are central to improving HR practices within local government.

Held across four cities - Vlorë, Tiranë, Shkodër, and Pogradec - the workshops gathered HR representatives from all 61 municipalities in Albania. The goal was to bring support directly to Local Self-Government Units (LSGUs) and foster engagement between municipal HR staff and the experts working to strengthen the country’s HR systems.

During the workshops, participants received hands-on demonstrations and guidance from DoPA representatives and Council of Europe experts. The sessions were focused on updating the functionalities of CoLab and HRMIS, as well as providing practical advice on how municipal staff can leverage these platforms in their day-to-day work to improve HR management.

The initiative is part of the broader effort to modernize public administration and improve the efficiency and quality of public services across Albania. By boosting the use of digital tools at the local level, these workshops play a key role in enhancing human resources management and promoting transparency within Albanian municipalities.

These regional workshops were organized under the project "Sustaining Public Administration Reform at Local Level in Albania", which is being implemented by the Council of Europe’s Centre of Expertise for Multilevel Governance at the Congress of Local and Regional Authorities. The project is funded by the Federal Republic of Germany, marking a continued commitment to strengthening public administration reforms in Albania.
