Call for Tenders – Provision of IT Services in Albania

The Council of Europe Office in Tirana is launching a call for tenders for the provision of IT services to develop an E-Consultation Platform for Albania’s Central Election Commission (CEC) under the EU/CoE Joint Project Support to the Electoral Cycle in Albania” (SECA).

The selected contractor will be responsible for the development of the E-Consultation Platform, the provision of training and related materials for CEC staff and users, and ongoing IT support during its implementation.

The total budget available under this call for tenders is €80,000, excluding VAT.

All information relating to the call for tenders, including the complete list of documents to be submitted, is available on the Council of Europe’s E-Procurement Platform. Tenderers must create an account on the platform in order to submit their tenders.

Deadline for submission of tenders: 11 September 2026, 17:00 (CET).

Tenders must be submitted exclusively through the E-Procurement Platform. Tenders submitted by email or post will not be considered.

Questions relating to this call for tenders must be submitted in English through the E-Procurement Platform no later than 31 August 2026. Questions submitted by email or post will not be processed

Albania became member of the Council of Europe on 13 July 1995. Following its accession, a Council of Europe presence headed by the Special Representative of the Secretary General of the Council of Europe was established in Albania, and succeeded, in June 2003, by the establishment of the Information Office of the Council of Europe. Since January 2011, a Council of Europe Office in Tirana is set up as a new institutional form of co-operation.

As representative of the Secretary General in Albania, the Office works to promote the Council of Europe values and standards pertaining to human rights, rule of law and democracy. It facilitates the effective co-operation between the various Council of Europe bodies located in its Headquarters in Strasbourg and the domestic and international partner institutions in Albania.

The work of the Council of Europe in Albania is dedicated to assisting the Albanian authorities to continue bringing the Albanian legislation, its institutional practices and policies fully in line with its obligations stemming from its Council of Europe membership.
