Successful completion of the pilot of the Training Needs Assessment instrument in 13 local self-government units

With the support of the Council of Europe, the pilot phase of the Training Needs Assessment instrument was successfully conducted in 13 selected municipalities across Albania. This pilot represents an important step towards enhancing evidence-based planning of capacity development at the local level.

The results of the pilot were presented and discussed jointly with representatives of human resources units from the participating local self-government units, the Albanian School of Public Administration, and the Department of Public Administration.

The pilot served as a preparatory step towards its full digitalisation.

The instrument will contribute to:

  • Identifying training needs based on institutional performance;
  • Generating reliable data to inform planning and decision-making;
  • Strengthening the capacities of both local self-government units and central institutions involved in the identification and analysis of Training Needs.

The Council of Europe remains committed to supporting the modernisation of Human Resources Management processes in Albania, in line with European standards of good governance and effective public administration.

The activity was organised in view of the project Supporting Public Administration Reform at Local Level in Albania, implemented by the Centre of Expertise for Multilevel Governance at the Congress of Local and Regional Authorities of the Council of Europe, with the financial support of the Federal Republic of Germany. The project aims to strengthen the institutional framework for the training of local officials and elected representatives, enhance the capacities of local self-government units for effective human resource management, and foster meaningful citizen participation.
