From local to central: aligning human resource practices in the Albanian public administration through human resources management systems

Together with the Department of Public Administration and Human Resources representatives at the central and local level, in a fifth and wrap-up session, we discussed two of the key systems of Human Resources Management in the Albanian public administration – the Human Resources Management Information System (HRMIS) and the Collaboration Platform (Colab).

This concluding session brought together Human Resources Management Units (HRM) from both levels, as active users of the systems, to encourage the harmonisation of processes and procedures and to exchange good practices related to the use of HRMIS and Colab.

Having engaged local government units in the previous sessions held across four regions (Shkodra, Tirana, Vlora, and Pogradec), this final event served as a platform to connect both levels of governance, fostering mutual learning and promoting a more streamlined approach to the daily use of these systems.

By supporting more consistent HR practices and enabling better coordination between institutions, HRMIS and Colab contribute to a more efficient, transparent, and professional public administration.

This event is organised within the framework of the project Sustaining Public Administration Reform at Local Level in Albania, implemented by the Council of Europe’s Centre of Expertise for Multilevel Governance at the Congress of Local and Regional Authorities, and funded by the Federal Republic of Germany.
