The Council of Europe joined the Minister of State for Public Administration and Anticorruption, the Minister of State for Local Government, and the Department of Public Administration at the presentation of two key systems for Albania’s public administration: the Human Resources Management Information System (HRMIS) and the Collaboration Platform.

These systems are set to transform human resources management by enhancing transparency, improving operational efficiency, and providing employees with better access to essential information and documentation. They also promote stronger inter-institutional collaboration, laying the groundwork for a more coordinated and effective governance framework.

As part of the Support to the Reform of Public Administration at Local Level in Albania project, the Council of Europe will contribute to the successful implementation of these tools. This includes organizing tailored training sessions, preparing practical guidance materials, and delivering on-the-job support to HR units across all municipalities. A help desk service will also be established to provide ongoing assistance and ensure consistent and effective use of the platforms.

Through its support for the implementation of these innovative systems, the Council of Europe is helping to standardize HR management practices across institutions, enhance the professional capabilities of Albania’s public administration, and, for the first time, enable the creation of a comprehensive inventory of the public administration. This inventory will support evidence-based decision-making and the formulation of strategic policies, aiming to achieve greater transparency, efficiency, and a stronger focus on the needs of citizens.
