On 13 July 2025, Albania marks the 30^th anniversary of its membership in the Council of Europe, commemorating three decades of transformation, reforms, and dedication to European values and human rights standards. Since joining the organisation in 1995, the country has made substantial progress in strengthening democracy, human rights, and the rule of law — the core pillars of the Council of Europe.

Emerging from decades of isolation and authoritarian rule, Albania’s membership in the Council of Europe represented a decisive step towards democratic transition. Over the past 30 years, the country has benefited from extensive co-operation with the Council of Europe in key areas such as judicial reform, local governance, media freedom, anti-corruption, and the protection of minority rights. Education and youth participation have also remained key areas of co-operation.

Throughout this journey, the European Court of Human Rights has played a central role in supporting Albania’s justice system, aligning national legislation and practices with the European Convention on Human Rights. Meanwhile, monitoring bodies, such as the Groupe of States against Corruption (GRECO), the European Commission against Racism and Intolerance (ECRI), and the Venice Commission, have offered critical guidance and expertise to consolidate Albania’s legal and institutional frameworks.

Albania has ratified over 70 Council of Europe conventions, including key instruments on gender equality, human trafficking, and preventing torture. Through regional initiatives and joint programmes with the European Union, the Council of Europe has contributed to tangible improvements in governance, civic engagement, and the justice system.

This 30-year milestone is not only a time to reflect on the progress but also to reaffirm Albania’s commitment to the shared values of the Council of Europe. As the country continues its path towards EU accession, the Council of Europe remains a steadfast partner in guiding and supporting reforms that benefit all citizens.

The journey continues, with renewed determination to advance democratic resilience and uphold the rights and freedoms of every individual.
