Advancing the public administration reform in Albania through modernisation of human resources management

The rollout of an upgraded collaboration platform for human resource management, the digitalization of Training Needs Assessments, and the integration of real-time data systems were at the center of discussions during the third Steering Committee meeting of the Council of Europe’s project Sustaining Public Administration Reform at Local Level in Albania.

Claudia Luciani, Director of the Congress of Regional and Local Authorities, and Adea Pirdeni, Minister of State for Public Administration and Anticorruption, commended the achievements to date, emphasizing the role of accurate data in driving evidence-based policymaking, monitoring progress, and enhancing public administration efficiency.

Partners and beneficiaries agreed on concrete next steps and reaffirmed their commitment to collaboration to advance the modernization of human resource management systems and achieve shared goals for effective governance.

The project Supporting Public Administration Reform at Local Level in Albania is implemented by the Centre of the Expertise for Multi-Level Governance at the Congress of Local and Regional Authorities, with the financial support of the Federal Republic of Germany.  The project aims to strengthen institutional framework for the training of local officials and elected representatives, develop the capacities of the Local Government Units for effective management of human resources and to foster meaningful participation of citizens.
