Applying the domestic legal framework and operational procedures in line with the European Prison Rules, and relevant best practices, was the focus of the exchange with the Prison Police Intervention Teams in North Macedonia, held on 24-25 September 2026.
Established two years ago, these teams are tasked with search operations, managing high and very-high risk sentenced persons, as well as escorting operations, covering all penitentiary institutions. The two-day session provided practical guidance on identifying and reporting the use of means of coercion, with a particular focus on their legal accountability. Given their sensitive function in providing security within the frame of respecting human rights, the officers discussed key aspects of their daily work with the representatives of the National Preventive Mechanism, as well as the External Oversight Mechanism, both of which are part of the Ombudsman’s Office.
During the session, 16 participants analysed case studies and exercises, discussing specific cases which they have encountered in their operations. In the past two years, all members of these teams have attended the Council of Europe capacity-building sessions.
This activity was conducted under the joint European Union and Council of Europe programme “Horizontal Facility for the Western Balkans and Türkiye”, and its action “Strengthening the capacities of the penitentiary system in North Macedonia”.
