North Macedonia’s prison doctors and medical staff trained on recording ill-treatment indicators

Fifteen doctors and medical staff from nine penitentiary institutions in North Macedonia were trained on recording injuries indicative of ill-treatment. The training which took place on 7-8 October was also attended by the representatives of the Directorate for the Execution of Sanctions.

The theoretical part of the training focused on the medico-legal aspects of body injuries, the Istanbul Protocol and CPT standards, as well as best practice on documentation and reporting. Case studies and practical examples were analysed with the medical staff during the second day, together with the experts who contributed with their comparative international experience. As a result, trained medical staff now better understand their obligations, namely their primary duty to the patient and a general duty to society to ensure that justice is done and violations of human rights prevented.

The discussions and raised questions will contribute to the upcoming activity on developing a standard operating procedure on efficient provision of healthcare in prisons.

This activity was organised under the Action “Enhancing the capacities of the penitentiary system and the external oversight mechanism in North Macedonia”, co-funded by the European Union and the Council of Europe within the “Horizontal Facility for the Western Balkans and Turkey 2019-2022” and implemented by the Council of Europe.
