Back New Curriculum on Judicial Education on Human Rights applied in the training of future trainers

The first three-day training session for future trainers on implementation of the European Convention on Human Rights was finalised on 24 November 2021. The training was organised based on a newly developed Human rights training curriculum for initial and continuous training of judges and prosecutors, which establishes a structured training based on previously acquired knowledge and skills. The curriculum consists of 12 modules and is primarily intended for initial training for professional associates and newly appointed judicial office holders but it is also applicable for the continuous training. The Standing Commission for Education and Judicial Documentation of the High Judicial and Prosecutorial Council of BiH and members of the management boards of the Centres for Education of Judges and Prosecutors accepted the Curriculum at a presentation held on 9 November 2021.

15 future trainers benefited from the materials developed in the first four modules, which are an integral part of the initial training, as well as from the special adults learning methodology. During the second three-day session, the trainers will have the opportunity to demonstrate their acquired knowledge and developed skills.

This activity is implemented within the project “Initiative for Legal Certainty and Efficient Judiciary in Bosnia and Herzegovina – Phase II”, implemented by the Council of Europe thanks to the voluntary contribution of the Government of Norway.

The main partners and beneficiaries of the Project are Ministry of Justice of Bosnia and Herzegovina, High Judicial and Prosecutorial Council of Bosnia and Herzegovina, Court of Bosnia and Herzegovina, Supreme Court of the Federation of Bosnia and Herzegovina, Supreme Court of Republika Srpska,  Appellate Court of Brčko District; Judges’ and Prosecutors’ Training Centres of the Federation of Bosnia and Herzegovina and of Republika Srpska; Law faculties of universities of Bosnia and Herzegovina.  

The main objective is to support a more coherent application of judicial practice in Bosnia Herzegovina, essential to ensuring legal certainty for the people and functioning of an efficient and human rights -friendly judiciary.
The following results are expected:

  • The case law database and case management systems used by the courts in Bosnia and Herzegovina apply the same case classification methodology and use vocabulary and descriptors compatible with the European Court of Human Rights (ECtHR) in human rights cases;
  • Strengthened case law departments;
  • Improved efficiency of courts and ensured better judicial protection for citizens in line with the judgments of the European Court of Human Rights;
  • Strengthened capacity of National Training Institutions for judges and prosecutors;
  • Support of law faculties to provide human rights training.
