New steps towards the development of the rehabilitation programmes Manual for the prison system of Montenegro

The working group tasked to develop the rehabilitation treatment programmes (Manual) for the prison system continues its work, adapting to the circumstances of on-going pandemic, by conducting the meeting on 18 December, under the guide of the Council of Europe consultant who joined on-line.

In accordance with the initially adopted standardisation methodology, the exercise is being applied to development of the programmes pertaining to sexual offenders, prisoners sentenced to long prison terms and juvenile offenders.

Programmes piloted in the institution are thoroughly monitored and documented, allowing for regular exchanges with the consultant, under whose mentoring the programmes are being shaped and established, until they are finalised. The ultimate goal of this piloting exercise is to develop one unified Manual that will serve as an official treatment programme, once adopted by the Administration for the Execution of Criminal Sanctions.

The action “Further enhancing human rights protection for detained and sentenced persons in Montenegro” is a part of the joint European Union and Council of Europe programme „Horizontal Facility for the Western Balkans and Turkey 2019-2022“, implemented by the Council of Europe.
