On 2 and 3 October, the donors of the EEA and Norway Grants met in Strasbourg for the first high-level annual strategic meeting under the new co-operation agreement covering 2025–2031. The meeting brought together senior representatives from the donor states, Iceland, Liechtenstein and Norway, alongside the Financial Mechanism Office and the Council of Europe.
On the agenda, they discussed the 2025 and 2026 workplans and the communication strategy under the new co-operation agreement, the progress of mission-driven initiatives, updates on negotiations with beneficiary states, and the overall strategic priorities for this new financial cycle.
The new partnership under the EEA and Norway Grants, reinforces co-operation by combining the donor states’ priorities with the Council of Europe’s expertise in human rights, democracy and the rule of law. This means the Council of Europe can both advise donors and support Programme Operators in beneficiary states, while leading multi-country mission-driven initiatives in areas of strong expertise:
- Gender-Based Violence
- Rule of Law
- Resilience to disinformation
- Economic crime
- Anti-discrimination
These initiatives address common challenges across beneficiary states and are closely aligned with the Council of Europe New Democratic Pact for Europe.
The annual review of results and lessons learned ensures continuity and accountability of the partnership including Iceland, Liechtenstein and Norway, together with the Financial Mechanism Office and the Directorate of Programme Co-ordination.
